Decree No. 13.018 regulating Law No. 14.119 creating the National Policy on Payments for Environmental Services and the Federal Programme for Payments for Environmental Services, and providing for the Strategic Committee of the Federal Payment for Environmental Services Programme and the National Knowledge Network on Payment for Environmental Services.

This Decree regulates the implementation of the National Policy for Payment for Environmental Services (PNPSA) and its corresponding Federal Programme (PFPSA), established by Law No. 14.119 of 2021, with the objective of promoting financial incentives for the provision of environmental services. The decree aims to operationalize its legal framework by defining institutional roles, particularly assigning the Ministry of Environment and Climate Change as the coordinating authority, and establishing mechanisms for articulating actions among public authorities, the private sector, and civil society. It also introduces socio-environmental safeguards to ensure that payment schemes prevent environmental harm, protect ecosystems, respect human rights, and guarantee fair benefit-sharing, particularly for indigenous peoples, traditional communities, and family farmers. In addition, the decree seeks to implement and structure the Federal Programme for Payment for Environmental Services by identifying eligible activities, including conservation and restoration of biodiversity, water resources, ecosystems, and sustainable agricultural systems that contribute to carbon sequestration and climate mitigation. It establishes rules for monitoring environmental services, contractual arrangements, and funding mechanisms, including national and international resources, while ensuring transparency and accountability. The decree further creates governance and coordination instruments, such as a strategic committee and a national knowledge network, to support implementation, promote knowledge-sharing, and ensure the effective execution and continuity of environmental service initiatives.
