Decree No. 13.043 establishing the National Land Governance Policy and the Lands of Brazil Programme (Programa Terras do Brasil), authorising the creation of the related Platform.

This Decree establishes Brazil’s National Land Governance Policy and creates the Land of Brazil Programme (Programa Terras do Brasil), with the overarching objective of improving land governance in rural areas through integrated, coordinated, and transparent land administration. The Decree seeks to strengthen cooperation among federal, state, district, and municipal authorities, while promoting the recognition and protection of territorial rights, legal certainty in land tenure, social participation, and sustainable land use. The policy emphasizes the importance of rural land regularization as a tool for advancing environmental, social, and economic policies, combating rural violence and illegal deforestation, enhancing institutional coordination, and improving the interoperability of land-related cadastral and registration systems. Beneficiaries include family farmers, traditional rural communities, Indigenous peoples, quilombola communities, and other rural landholders. The decree also establishes the Terras do Brasil Programme to support the regularization of public and private rural lands throughout the country. Its objectives include integrating informal rural properties into the formal land administration system, accelerating land titling procedures, supporting family farmers in cadastral regularization and georeferencing, expanding the coverage of rural land cadastres, and improving the quality of land information used in environmental and agricultural databases. In addition, the decree authorizes the creation of the Terras do Brasil Platform, a national digital system designed to integrate and manage land regularization data, facilitate information exchange between land registries and public administrations, improve planning and monitoring of land governance actions, and increase public access to information on rural land regularization.
