Abstract
This Decree approves the State Policy for Coexistence with the Semiarid Climate, as defined in State Law No. 13.572 of 30 August 2016. Its guidelines are: promotion of access to land, in a manner appropriate to the social, cultural, environmental and economic specificities of the semi-arid region, through the acquisition of new plots of land, including those occupied by traditional communities; promoting access to water for human consumption, animal drinking and productive use of family farming; management, conservation, sustainable use and recovery of natural resources in the biomes, ecosystems and river basins, promoting the fight against desertification and encouraging the creation of Conservation Units, primarily in the Caatinga biome, in line with the guidelines established in the State Ecological Economic Zoning (ZEE); encouraging the use of Payment for Environmental Services (PSA); promotion of integrated instruments and mechanisms aimed at monitoring climate, soil and hydrology to predict and mitigate the effects of critical hydrological events and crisis management, with the dissemination of information; articulation of transversal actions, programmes and projects for structuring and organizing production and marketing systems, prioritizing those based on agroecology, family farming, solidarity economy, creative economy and production associated with tourism, through technical assistance and extension, storage, supply, processing, agro-industrialization, distribution, circulation and commercialization of products and services originating from production in the semi-arid region; strengthening and expanding technical assistance networks in the various production systems in the countryside and in the city; economic and fiscal incentive for the strengthening and autonomy of solidary economic enterprises and family farming, notably agroecological, women, young people and traditional peoples and communities in the semi-arid region; creation and increase of financing lines and support actions for the implementation, structuring and operation of cooperatives, associations and solidarity economic enterprises, of agricultural and non-agricultural, industrial and service activities; valuing agrobiodiversity and encouraging local experiences in the use and conservation of animal and plant genetic resources, especially those involving the management of local and traditional breeds and varieties; promotion of food security for livestock, primarily those belonging to family farming; promotion of autonomy, socio-productive inclusion and the participation of women and young people in spaces of decision-making power and social control of public policies; promotion of programmes and actions aimed at increasing and strengthening infrastructure and housing in urban and rural areas of semi-arid municipalities, in a manner appropriate to social, cultural and environmental specificities, etc.
