Decree No. 2.191 regulating internal procedures of the Mato Grosso Land Institute (INTERMAT).

This Decree approves the Internal Regulations of the Mato Grosso Land Institute (INTERMAT) and establishes its organisational structure, functions and administrative responsibilities. The decree defines INTERMAT as the state body responsible for implementing land policy and managing cadastral and cartographic information in Mato Grosso, with the mission of contributing to land governance and sustainable regional development. It assigns the Institute responsibilities relating to land administration, land tenure regularisation, registration and titling of urban and rural properties, settlement projects, support for small farmers and rural workers, management of public lands, and maintenance of the State’s cartographic database. The regulations also recognise the importance of sustainable land use, environmental conservation and the preservation of fragile forest ecosystems within the broader framework of land policy. The decree further establishes INTERMAT’s governance structure, detailing the responsibilities of its presidency, directorates, coordinating units and specialised departments responsible for urban and rural land regularisation, agrarian affairs, settlements, land archives, cartography, cadastral information, finance, administration, legal affairs and information technology. It provides comprehensive rules governing land regularisation procedures, rural settlements, cadastral management, issuance of land titles and certificates, public participation, internal controls and project management. Through this institutional framework, the decree seeks to strengthen land governance, improve legal security of land tenure, facilitate access to land for rural populations, and support the implementation of agrarian and land policies throughout the State of Mato Grosso.
