Decree No. 4.885 establishing composition, structure, powers and functioning of the National Council for the Promotion of Racial Equality (CNPIR).

This Decree establishes composition, structure and competence of the National Council for the Promotion of Racial Equality (CNPIR), a body of advisory nature under the Ministry of Racial Equality. It aims to propose, at the national level, policies to promote racial equality, with a focus on the black population and on other ethnic segments of the Brazilian population, with the objective of combating racism, prejudice and racial discrimination and reducing racial inequalities, including economic, financial, social, political and cultural aspects.
The CNPIR is responsible for: participate in the elaboration of criteria for formulating and implementing goals and priorities to ensure equal conditions for the black population and other ethnic segments; propose follow-up, evaluation and inspection strategies, as well as participation in the deliberative process of guidelines for racial equality promotion policies, encouraging the inclusion of the racial dimension in public policies developed at the national level; appraise the budget proposal of the Ministry of Racial Equality and suggest priorities in the allocation of resources; support the Ministry in articulating with other bodies of the federal public administration and with the state; present suggestions for the elaboration of the Federal Government's planning, the establishment of budgetary guidelines and the allocation of resources in the Union's Annual Budget; monitor the organizational process of the national conference for the promotion of racial equality; promote racial equality; present suggestions regarding the development of government programmes and actions; articulate with public or private bodies, especially those whose objective is the promotion of racial equality, to expand cooperation and common strategies for the implementation of the racial equality policy and the strengthening of the social control process; promote cultural rights of the black population, especially for the preservation of Afro-Brazilian memory and traditions, as well as other ethnic segments; monitor and propose measures to defend the rights of individuals and ethnic-racial groups affected by racial discrimination and other forms of intolerance; propose the updating of the legislation related to the activities of promotion of racial equality; define its guidelines; etc.
