Abstract
This Decree creates the Early Warning System for Prevention, Alert and Fighting incidents and hydrological and ecological disasters within the State of Rio Grande do Sul (SPPAC) as specified in art. 127 of Law No. 11.520. The Secretariat for the Environment and Sustainable Development (SEMA) is responsible for monitoring climate conditions, predicting climate trends and alerting to hydrological and meteorological events. In addition, the State Foundation for Environmental Protection (FEPAM) is responsible for monitoring environmental quality, as well as environmental accidents and emergencies. SEMA and FEPAM aim to support the Civil Protection actions carried out by other State organs within the National System of Protection and Civil Defense (SINPEC). SEMA works in cooperation with other Secretariats and organs of the State to optimize possible structures for monitoring and predicting existing climatic conditions, in order to share the results of these services.
