Decree No. 9.130 creating the State Programme for Environmental Services Payment (PEPSA).

This Decree establishes the State Programme for Environmental Services Payment (PEPSA). The purposes of the State Program are to recognize, encourage and promote environmental preservation, conservation and recovery activities within the State of Goiás, among which, mainly: conservation and improvement of the quality and availability of water resources; conservation, valorization and increase of biodiversity; soil conservation and improvement and reduction of erosion processes; conservation and recovery of forest cover; carbon fixation and sequestration to minimize the effects of climate change. The operationalization and management of PEPSA instruments will be the responsibility of state farm and environmental bodies, which will be part of the management and regulatory council, to be established by act of the Head of the Executive Branch, observing the provisions of art. 9.
PEPSA follows the following principles: cooperation and participation, understood as the joint action of society and public authorities, with the aim of preserving the environment; sustainable development aimed to make economic-social development compatible with the preservation of the environment and ecological balance; the polluter pays principle, adopting prevention or repair measures; the user of environmental resources must bear their costs, noting that such payment does not confer the right to pollute, nor does it exempt from having their residual liability to repair the damage; the protector-receiver, which aims to recognize, through financial compensation, those who work in the preservation, conservation or repair of the environment, establishing and maintaining environmental services; transparency and information, which implies the adoption of registration, control, verification and publicity mechanisms during the implementation and execution of the Programme.
