Decree No. 9.810 creating the National Policy for Regional Development (PNDR).

This Decree, consisting of five Chapters, establishes the National Policy for Regional Development (PNDR). The Policy aims to reduce economic and social inequalities, intra and inter-regional, through the creation of development opportunities that result in economic growth, income generation and quality improvement of population. PNDR is based on the planned and coordinated mobilization of federal, state, district and municipal, public and private actions, through which programmes and investments of the Federal Government and entities stimulate and support development processes. PNDR's objectives are: promote the convergence of Brazilian inter- and intra-regional levels of development and quality of life and equity in access to development opportunities in regions with low socio-economic indicators; consolidate a decentralized network in support of the internalization of regional and national development, in order to take into account the peculiarities of each region; stimulate productivity gains and increase regional competitiveness, especially in regions with declining populations and high emigration rates; and foster added value and economic diversification in productive chains that are strategic for regional development, with criteria such as income generation and sustainability, especially in regions with a strong specialization in the production of agricultural or mineral commodities.
