This Law establishes the State Energy Policy of Goiás, providing a strategic and institutional framework to guide the formulation, implementation, and monitoring of energy-related programmes and actions. The policy aims to promote sustainable development, improve productivity and competitiveness, ensure energy security, and enhance efficiency in the use of energy resources. It consolidates previous legal instruments and is operationalized through a long-term State Energy Plan, which includes diagnostics of the energy matrix, scenario projections for supply and demand, and strategic planning for the transition to a low-carbon economy. The policy sets out key priorities such as infrastructure modernization, digitalization, decentralization of energy production, and resilience to climate impacts. It promotes innovation, technological development, energy efficiency, and investment attraction, as well as the expansion of renewable and low-carbon energy sources, including bioenergy, solar, wind, and hydrogen. The framework also includes mechanisms to address energy poverty, ensure equitable access to energy, and foster social participation through consultations and governance arrangements involving public institutions, academia, and the private sector. Monitoring is ensured through periodic reports, indicator-based evaluations, and adaptive policy adjustments.
