This Law establishes the Professional Training and Employability Programme, focused on the Economic Complexes defined by the Strategic Plan for Economic and Social Development of the State of Rio de Janeiro (Pedes). The Programme is aimed to training workers to meet the demands of the sectors that make up each Complex, promoting job and income generation in line with the principles of innovation, sustainability and territorial cohesion. Its central objective aims at preparing workers to meet the demands of the economic complexes defined by the Pedes. The programme also aims to ensure continuous and updated qualification of the workforce, adapting training initiatives to technological progress and structural changes in different productive sectors. Another key objective is to guide and structure training actions across six strategic economic areas, such as: Oil and Gas, Maritime Economy, Health Economy, Infrastructure and Logistics, Green and Creative Economy and Tourism, ensuring that each receives targeted professional development initiatives. It also prioritizes groups in situations of vulnerability, fosters innovation and entrepreneurship, promotes decentralization of training opportunities, and ensures broad public participation in defining and evaluating offered courses. The law also establishes mechanisms for monitoring, transparency, and impact assessment, ensuring that the program effectively strengthens the knowledge economy and supports sustainable regional development within the state.
