Law No. 11.095 establishing the State Policy to Support Offshore Energy Transition and Marine Spatial Planning in the State of Rio de Janeiro.

This Law establishes the State Policy to Support Offshore Energy Transition and Marine Spatial Planning in the State of Rio de Janeiro with the primary objective of ensuring that the State participates in the national energy transition while respecting the constitutional competence of the Union over offshore energy exploration and use of marine spaces. To achieve this, the policy promotes technical support for federal planning of offshore energy areas, contributes territorial, socioeconomic, and environmental studies, and advances the sustainable management of the state’s coastal zone. It also embeds principles such as environmental and climate sustainability, cooperative federalism, transparency, and public participation. A second central objective of the law is to stimulate sustainable economic development linked to offshore renewable energy, with emphasis on generating green jobs and strengthening local supply chains. The State is empowered to support workforce training, technological research, and innovation, as well as to establish programmes that integrate local businesses into the emerging offshore energy sector. In addition, the policy encourages participatory governance by requiring public consultations in affected coastal regions and by fostering regional forums for dialogue on social and environmental impacts. It also authorizes cooperation with the Union in licensing and environmental monitoring and aligns its implementation with the state’s long-term strategic development plan (PEDES 2024/2031).
