Law No. 11.536 providing for the protection, health and welfare of animals in relation to their sale, breeding and resale in pet shops and commercial establishments dealing in domestic dogs and cats, lagomorphs and birds in the State of Pará.

This Law establishes a regulatory framework for the protection, health, and welfare of domestic dogs, cats, lagomorphs (such as rabbits), and domestic birds in pet shops and commercial breeding and resale establishments within the State of Pará. Its main objectives are to ensure welfare for animals, promote responsible ownership and ethical breeding practices, safeguard animal welfare and public health under the “One Health” approach, and protect the environment. The Law recognizes animals as sentient beings capable of suffering and sets principles aimed at preventing abuse, ensuring appropriate living conditions, and promoting population control and responsible management of these species. To achieve these objectives, the Law establishes detailed requirements for breeders and commercial establishments, including mandatory veterinary supervision, adequate housing and sanitation standards, microchipping and registration of animals, vaccination and health monitoring, record-keeping obligations, and minimum age and health requirements for the sale or transfer of animals. It also regulates sales through digital platforms, requires the provision of health and identification documentation to purchasers, prohibits the use of animals as promotional prizes or gifts, and bans the public display of animals for commercial purposes in streets and public spaces.
