Abstract
This Law establishes the State Programme to Encourage Entrepreneurship among Atypical Mothers of Children with Special Needs in the State of Pará. Its main objective is to promote social inclusion, economic autonomy, and support for mothers who are the primary caregivers of children and adolescents with disabilities, neurodevelopmental disorders, or chronic illnesses. The Programme is guided by principles of equal opportunities in the labour market and entrepreneurship, the promotion of human dignity and social well-being, and the comprehensive development and inclusion of their families. To achieve these objectives, the Law provides for free training in entrepreneurship, business management, and finance, encourages the creation of support and cooperation networks among entrepreneurial mothers, and promotes partnerships with private entities, non-governmental organisations, and educational institutions to expand training and networking opportunities. The State Executive is responsible for implementing and coordinating the Programme and may cooperate with public and private institutions. Access to the Programme is limited to mothers who can demonstrate their role as primary caregivers and who have formalised their businesses as individual micro-entrepreneurs, microenterprises, or small enterprises.
