This Law establishes the guidelines for the Care Policy within the State of Maranhão. These guidelines aim at ensuring the protection, promotion, and enhancement of care for people in vulnerable situations, including children, adolescents, young people, the elderly, people with disabilities, and other populations in need of special care, governed by the following principles and objectives: promoting the well-being of people; promoting human dignity; ensuring protection, health, education, and safety; equality and non-discrimination; universality and comprehensiveness of care; social participation; intersectorality of public policies; sustainability and effectiveness of care actions; disseminating the culture and the right of care; providing guidance on the ageing process; promoting the education of professional caregivers.
