Abstract
This Law, consisting of 8 Chapters divided into 80 articles, establishes the State Policy on Tourism and the State System of Tourism. This Policy aims at implementing arrangements for the planning, development, monitoring and stimulation of the tourism sector, as well as regulates related tourism services. The guiding principles of State Policy are the following: Innovation: motivation towards new public and private investment, both in physical infrastructure and services and in activities to increase the tourist flow; Quality: development practices and quality standards in destinations, products, services and professional activities, reducing informality and establishing criteria of control and certification; Integration: connection of local and regional economies with tourism activities, strengthening the supply chain, governance model and inter-and intra-governmental coordination; Sustainability: social inclusion, economic efficiency, conservation and enhancement of cultural diversity, protection and conservation of the environment, aiming to provide better quality of life for people in tourist destinations; Partnerships: joint and coordinated management, involving the public and private sectors and civil society to achieve common goals; Decentralization: instruments of participatory management that increase the possibilities of organizing society, to promote devolution of responsibilities in the management of tourism development, involving local, regional, state and federal authorities; etc.
The State System of Tourism is articulated and integrated set of rules, institutions, mechanisms and tools for planning, promoting, funding, informating, training, participation and social control, which aims to guarantee the democratic and ongoing management of the State Tourism Policy.
