Abstract
This Law creates the State Humanitarian Assistance Network, aimed to provide emergency assistance to people in vulnerable situations due to humanitarian crises. This State Network will promote emergency response actions of humanitarian nature, including to deal with emergency situations and public disasters decreed by other states of the Federation. The following are considered humanitarian aid: any action that contributes, immediately and effectively, to preventing, protecting, preparing for, averting or alleviating suffering, and to assisting people in situations of emergency, public disaster, safeguarding of human or humanitarian rights, and in situations of vulnerability; humanitarian crisis: a situation of serious or imminent institutional instability, armed conflict, large-scale disaster, environmental disaster, or serious and widespread violation of human rights or international humanitarian law; situation of vulnerability: an emergency and urgent condition that highlights a person’s fragility within the context of social protection, involving imminent risk or a serious threat to life, health, or the guarantee of human and humanitarian rights; social protection: a set of public policies designed to prevent and mitigate situations of social vulnerability and personal and social risk that entail a violation of human rights.
