Law No. 13.253 amending provisions of Law No. 11.088 of 2020 on the State Water Resources Policy and the State Water Resources System.

This Law amends certain provisions of Mato Grosso State Law No. 11.088 of 2020, which established the State Water Resources Policy and the State Water Resources System. Its main objective is to strengthen the governance and oversight of the State Water Resources Fund (FEHIDRO) by redefining institutional responsibilities related to the management and allocation of financial resources dedicated to water resources policies and programmes. The law modifies the powers of the State Water Resources Council (CEHIDRO), replacing its former authority over the application of FEHIDRO resources with a more supervisory role focused on being informed about how those resources are utilized. The law also expands the responsibilities of the State Secretariat for the Environment (SEMA), granting it the authority to approve investment priority criteria related to water resources and to approve the application of FEHIDRO funds. In addition, it repeals a previous provision that assigned investment-priority functions to the State Water Resources Council, thereby centralizing decision-making and financial management responsibilities within the executive branch. The overall purpose of the amendment is to streamline the administration, prioritization, and allocation of financial resources for water resources management in the State of Mato Grosso.
