Abstract
This Law establishes measures for the promotion and appreciation of the culture of traditional African and Afro-Brazilian communities in the State of Mato Grosso. Its primary objective is to recognise, preserve and strengthen the diverse cultural expressions of these communities, including their traditions, knowledge, rituals, arts, languages, cuisine, music, dances and festivities. The law seeks to encourage productive social inclusion and contribute to the development of a more pluralistic and equitable society through the protection and valorisation of cultural heritage. It also formalises the State Government’s commitment to developing public policies dedicated to the promotion of African and Afro-Brazilian cultural traditions. The legislation provides for the implementation of cultural policies in close collaboration with the communities concerned, ensuring their active and autonomous participation in the design and execution of cultural projects. It authorises the establishment of grant schemes, programmes, projects and other initiatives aimed at fostering and promoting these cultural expressions. The law further requires transparency and fairness in the allocation of resources, establishes evaluation criteria based on cultural relevance, social impact, diversity, sustainability and community participation, and mandates the monitoring of funded projects and accountability for public funds received.
