Abstract
This Law establishes “My First Job Programme” in the State of Mato Grosso, with the primary objective of promoting the employment, training, and social inclusion of young people. The Programme seeks to facilitate the entry of youth into the labor market by creating formal employment opportunities, preparing young people for work and income-generating activities, and improving their professional qualifications. It is aimed at unemployed youth who have never held a formal job and who belong to low-income households, while giving priority to individuals registered with public employment services such as the National Employment System (SINE). The Law also establishes guidelines to encourage job creation initiatives, support cooperatives, technological incubators, and solidarity economy projects, and develop professional training and requalification programs for young people. It promotes partnerships between public authorities and private actors to foster entrepreneurship and micro and small businesses, while integrating youth into social assistance initiatives. The legislation sets eligibility requirements for participants, defines “first employment,” and establishes obligations for employers benefiting from the Program, including maintaining employment opportunities for participating youth and reimbursing public incentives in cases of non-compliance.
