Law No. 13.456 establishing the State Policy to Promote Birdwatching Tourism within the State of Mato Grosso.

This Law establishes the State Policy for the Promotion of Birdwatching Tourism in the State of Mato Grosso. It defines birdwatching tourism as a sustainable activity aimed at observing birds in their natural habitats without interfering with their behavior or environment. The policy seeks to promote responsible ecotourism, strengthen biodiversity monitoring, support environmental education and awareness, and contribute to the conservation of natural resources and ecological processes. It also aims to improve citizens’ well-being through outdoor recreation, while increasing the visibility of protected areas and encouraging sustainable use of environmental assets. The Law further promotes local economic development by supporting ecotourism enterprises, strengthening local productive arrangements, encouraging entrepreneurship among communities near protected areas, and providing training for guides and specialized birdwatching operators. Municipalities are encouraged to map birdwatching areas, develop observation routes, disseminate tourism information, and organize educational campaigns and events. The legislation also emphasizes community participation, preferential use of local labor and services, and respect for the territorial management systems applicable to protected areas, Indigenous territories, quilombola communities, and other traditional communities. In addition, it encourages the publication of bird observation records in national and state repositories to support environmental education and scientific knowledge.
