Abstract
This Law, consisting of 22 articles, provides for the Plant Sanitary Protection within the State of Rio Grande do Sul. The promotion of the agricultural policy concerning the control of pests and diseases that may compromise plant health will be achieved through the adoption of technical and administrative measures, with the following objectives: preserve and ensure the quality and health of plants; maintain state service of phytosanitary surveillance, aiming at the prevention, control and eradication of plant pests and diseases; develop an effective epidemiological surveillance system; develop educational actions aimed at prevention, encouraging the participation of the community in the actions of plant health protection; make compatible the measures to be adopted with the norms and principles of protection of the environment and conservation of natural resources, as well as of preservation of human health.
The Executive Branch, in order to meet these objectives, shall define in specific regulations plant species considered to be of particular interest to the State and measures to protect them. The Branch shall: control and eradicate pests, and may even destroy plants, partially or totally; take necessary measures to prevent the spread of pests; ensure the health of plants intended for consumption, production, storage, preparation, handling, industrialization, trade and transit; control the transit of plants within the State of Rio Grande do Sul; and adopt the measures necessary to prevent the entry of pests into the State.
The Executive Branch, in order to meet these objectives, shall define in specific regulations plant species considered to be of particular interest to the State and measures to protect them.
