Abstract
This Law establishes the State Solid Waste Policy, its principles, objectives and instruments, as well as the guidelines relating to the integrated management and disposal of solid waste, including dangerous waste.
The objectives of the Policy are: protect and restore the quality of the environment; protect public health; and ensure the appropriate use of natural resources. To achieve these objectives, the Public Power is responsible to: articulate, enhance and implement pollution prevention actions to eliminate or, at least, reduce the generation of solid waste at the source; promote and/or encourage the incorporation of new technologies, in order to eliminate or reduce negative environmental impacts, including dangers to human health; promote actions for reuse, recycling, recovery, collection, transportation, treatment and final disposal of waste and ensure adequate and rational use of natural resources for present and future generations; implement integrated management of urban solid waste, encouraging cooperation between Municipalities and the adoption of joint solutions, through regional plans; promote actions aimed at creating local and regional markets for recyclable and recycled materials; encourage the creation of integrated treatment plants for multiple wastes; promote and encourage environmental education programmes, etc.
