Abstract
This Law establishes the right of citizens, organizations, and independent animal protectors in the State of Paraíba to provide food, water, basic care, and shelter to stray animals. Its main objective is to promote the protection and welfare of animals living on the streets by recognizing and safeguarding community initiatives aimed at meeting their basic needs. The legislation also seeks to ensure that individuals and entities engaged in such humanitarian actions are able to do so without facing administrative barriers or unjustified restrictions. To support these objectives, the law prohibits public authorities and private entities from imposing penalties, fines, or other administrative sanctions on persons who feed or care for stray animals, provided that their actions do not create a risk to public health. The law further requires that feeding stations, water dispensers, and temporary shelters comply with hygiene standards and not obstruct the circulation of people or vehicles. In addition, it authorizes the State to promote educational campaigns on animal protection, responsible ownership, adoption, and community participation in animal welfare initiatives.
