Abstract
This Law establishes the State Programme for the Prevention of Child Malnutrition in the State of Paraíba. The main objective of the programme is to reduce malnutrition rates among children aged 0 to 6 years through coordinated public policies in the fields of health, education, and social assistance. The law is based on the principles of comprehensive child protection, equitable access to adequate food, health services and nutrition education, and cooperation among public authorities, private entities, civil society, and local communities. It also recognizes adequate and healthy food as a fundamental human right essential to children's growth and development. The programme further aims to strengthen the monitoring of child nutrition indicators across the state, promote educational actions encouraging healthy eating habits and the prevention of nutritional disorders, and ensure priority assistance for children in situations of social vulnerability or with disabilities. To support implementation, the law allows partnerships with universities, civil society organizations, international bodies, and public or private institutions. Several originally proposed measures were vetoed, but the law retains its focus on improving child nutrition, food security, public health, and social protection through an integrated and preventive approach.
