Abstract
This Law, consisting of 51 articles divided into seven Titles, creates the Policy on Climate Change within the Municipality of São Paulo. This Policy aims at the following principles: prevention guiding public policies; lack of full scientific certainty should not be used as a reason for postponing measures to combat the worsening of the greenhouse effect; polluter pays avoiding environmental damage resulting from pollution; user-payer must pay for the use of natural resources; protector-receiver, ensuring that nature provides environmental services to society; common but differentiated responsibilities according to which each one's contribution to the mitigation effort must be scaled according to their respective responsibility for the impacts of climate change; holistic approach, taking into account local, regional, national and global interests; internalization in the context of enterprises, their social and environmental costs; right of access to information, public participation in the decision-making process and access justice on climate change issues.
