Abstract
This Law regulates the breeding, management, and public exhibition of birds of the Mura breed (fighting rooster) in the State of Bahia with the objective of ensuring animal welfare and preserving the species. The law aims to authorize and standardize these activities in accordance with federal technical guidelines established by the Ministry of Agriculture, while providing legal certainty for breeders, custodians, and associations involved in conservation efforts. It seeks to promote responsible breeding and exhibition practices, regulate participation in fairs and public events under prior authorization, define institutional responsibilities for registration and oversight, and clarify that activities carried out in compliance with the official manual do not constitute animal mistreatment, thereby reconciling species preservation, cultural practices, and animal welfare protections.
