Abstract
This Law establishes the National Programme for Strengthening Family Farming (Pronaf) and the Family Farming Harvest Plan. The objectives of Pronaf are: to contribute effectively to the configuration of a rural development project for Brazil based on principles of equality in all spheres, social inclusion and the ecological transition of agricultural activity, and also in accordance with the principles and instruments set out in the National Policy for Family Farming and Rural Family Enterprises provided for in Articles 4 and 5 of Law No. 11,326 of 24 July 2006; to strengthen the strategic role of family farming in ensuring food and nutritional security for the Brazilian population; to make credit compatible with regional economic and cultural specificities, stimulating local markets; to provide access to credit for the most vulnerable social strata of family farming, including those settled in agrarian reform projects, indigenous peoples and quilombolas, with conditions and terms that enable their productive bases; promote objective changes in the technical basis of family farming through the accelerated reduction of chemical inputs, the lowest possible use of water resources and the enhancement of biodiversity, with a view to adapting family farming production standards to the requirements of climate scenarios resulting from global warming.
Family farming will have a specific Harvest Plan that will guide and define, for each agricultural year: the amounts programmed for credit and its priorities, including the production of staple foods in the basic diet of the Brazilian population; differentiated incentives for organic and agroecological farming and for staple foods in the basic diet that are at risk of supply shortages; the mechanisms for distributing credit among the different regions of the country, with a view to reducing regional disparities, according to parameters defined in regulations, etc.
