Abstract
The Special Programme for Sustainability of the Chemical Industry (PRESIQ), which includes an incentive regime to stimulate the Brazilian chemical industry, is valid from 1 January 2027 to 31 December 2031. PRESIQ follows the objectives of neo-industrialization and the missions defined in the industrial policy approved in accordance with the provisions of Article 18 of Law No. 11.080 of 30 December 2004, and aims to support technological substitution, global competitiveness, integration into global value chains, decarbonization, and alignment with a low-carbon economy in the productive and innovative ecosystem within the Brazilian chemical industry. PRESIQ has the following guidelines: increasing energy efficiency in the production of chemical products in the country; replacing current technology with more advanced technologies, with greater productivity and lower impact on carbon emissions; stimulating the production of more efficient chemical products with less environmental impact, in accordance with global technological trends; Increased use of renewable raw materials in the production process, in order to promote a circular and sustainable economy; promotion of the use of more efficient production systems, with a view to reducing carbon emissions; promotion of the use of chemical products produced with a lower impact on carbon emissions, including by other manufacturing industries; development of productivity and recovery of the productive capacity of the chemical industry in the country, through the reduction of already installed idle capacity; integration of the Brazilian chemical industry with other national manufacturing industries that use chemical products as inputs in their production processes; increased competitiveness of the Brazilian chemical industry at a global level; increased technical training and professional qualification in the chemical industry sector.

Entry into force notes
This Law enters into force on the day of its publication. Articles 1-5 will takes effect from 1 January 2027.
