Abstract
This Law provides for special environmental licensing, with a view to the efficient and effective execution of strategic activities and projects, under the terms specified, and amends Laws No. 15.190 of 8 August 2025, and Law No. 13.116 of 20 April 2015. The Special Environmental License (LAE) is an administrative act issued by the licensing authority that establishes conditions which must be observed and fulfilled by the entrepreneur for the location, installation and operation of a strategic activity or project, even if it uses environmental resources, effectively or potentially causing significant environmental degradation, under the terms of the regulations. The special environmental licensing procedure applies to strategic activities or projects, as defined in a decree based on a biennial proposal from the Government Council, which will determine the size of a technical team permanently dedicated to the function, according to regulations.
