Abstract
This Law establishes a regulatory framework for cocoa-derived products in Brazil, with the main objective of defining their characteristics, composition, and classification, particularly in relation to chocolate and related products. It sets minimum cocoa content requirements for different categories such as chocolate, milk chocolate, and chocolate powder, in order to ensure product standardization and quality. The law also aims to clarify the technical definitions of cocoa-based products, thereby promoting transparency and consistency in the production and commercialization of these goods within the national market. In addition, the law seeks to enhance consumer protection by requiring clear labeling of cocoa content in all relevant products, mandating that packaging explicitly indicate the percentage of total cocoa to ensure informed consumer choice and prevent misleading practices. It establishes specific rules to avoid improper classification or presentation of products as chocolate when they do not meet the prescribed standards, and provides for sanctions under consumer protection and sanitary legislation in cases of non-compliance.
