Abstract
This Law establishes the National Policy for the Recovery of Caatinga Vegetation and creates a corresponding national programme aimed at restoring degraded areas within this biome. Its main objectives include promoting the rehabilitation of degraded lands, expanding sustainable food production to support food sovereignty and food security, and enhancing water security through improved quality and availability of water resources. The law also aims to stimulate bioeconomy activities and encourage sustainable forest management practices adapted to the Caatinga ecosystem. In addition, the law seeks to ensure an integrated and sustainable approach to environmental management by promoting biodiversity conservation, stakeholder participation, and the integration of scientific and traditional knowledge. It establishes policy guidelines that foster coordinated action among federal, state, and local authorities, as well as non-governmental actors, while encouraging sustainable agricultural, forestry, and extractive activities suited to the biome. Furthermore, it provides for key implementation instruments such as action plans to combat desertification, prevent deforestation, mitigate drought effects, and support climate change adaptation, alongside research, capacity-building, and community engagement initiatives to ensure long-term ecological restoration and socio-economic resilience.
