Law No. 17.372 creating the Supporting People Programme.

This Law, consisting of 9 articles, creates the Supporting People Programme with the objective of concentrating the management of benefits, actions and projects, with or without income transfer, instituted to assist people in situations of social vulnerability, meeting, at least, the following programmatic axes: I - social assistance; II - work; III - professional qualification; IV - education; V - health; VI - housing; VII - sport. In order to fulfill the purpose of the Supporting People Programme and aiming to increase the allocative efficiency of available resources, reaching the largest possible number of people in situations of social vulnerability and observing the programmatic axes of the Program, the Executive Power may, in the form of the regulation: I - adjust the values ​​of current benefits, institute or cancel individualized benefits, due to the country's socioeconomic dynamics and technical studies on the subject, observing the global limit of budget allocations allocated to the Program; II - change the name of programs and projects; III - discipline the form, conditions and frequency of payment of benefits; IV - define the eligibility criteria for the beneficiaries; V - discipline the criteria and conditions for participation of municipalities, non-governmental organizations, parent-teacher associations and representatives of the Legislative Assembly; VI - establish the ways of transferring resources to the bodies and entities mentioned in item V of this article and the corresponding counterpart, financial or otherwise, when applicable. VII - define the criteria for the allocation of existing Programs in the programmatic axes with the possibility of instituting new ones for better structuring of the Supporting People Programme; and VIII – adopt control and inspection measures, as well as implement transparency tools aimed at combating and preventing fraud in the granting of benefits.
