Law No. 17.533 on the Policy of Rural Land Regularization in the State of Ceará.

This Law provides for the State Rural Land Regularization Policy and establishes principles, objectives and strategies for its formulation and implementation aimed at the social inclusion in rural areas and access to public policies in social, environmental and economic area. The policy will be compatible with the Agricultural Policy and the National Agrarian Reform Plan, and must comply with the principles of sustainable development, legality, impersonality, morality, efficiency and speed. Rural land regularization, including the practice of acts and the carrying out of the procedures necessary for their execution is under the responsibility of the Ceará Agrarian Development Institute (Idace). The State Policy has the following principles and guidelines: cooperation between the State of Ceará, the Federal Union and the Municipalities, with a view to promoting the State's agrarian development; sustainable and supportive rural development; valorization and protection of Family Farming; granting the title preferably in the woman's name.
In particular, its objectives are: to carry out the survey, identification and geo-referencing of rural properties, characterizing the land network of the municipalities in the State of Ceará; contribute to the implementation of the Registry for the Multiple Use of Rural Property; regularization of original and traditional territories; carry out a land regularization programme aimed at legitimate owners of unoccupied lands, prioritizing family farmers, in compliance with the provisions of the legislation. promote coordination between the public sector, the private sector and organized civil society in order to develop sustainable alternatives to reduce inequalities in the countryside and eradicate poverty in rural areas.
