Law No. 18.298 establishing the State Policy for Conservation and Sustainable Use of Sea Resources (PERM) as an Instrument for the Protection of Marine Ecosystems and Sustainable Development of the State of Ceará.

The State Policy for the Conservation and Sustainable Use of Sea Resources (PERM) aims at promoting the conservation and sustainable use of living and non-living marine resources. In particular, it aims at the equitable, efficient, integrated and sustainable management of natural resources and ecosystems of the seas, oceans and inland waters, the Territorial Sea, the Exclusive Economic Zone, the Continental Platform and adjacent areas, except for national security and defense activities. The objectives of the State Policy are: ensure the conservation of marine biodiversity and specially protected marine territorial spaces; foster innovation and marine scientific and technological research; promote the improvement of the quality and integrity of the marine ecosystem; implement measures to promote mitigation and adaptation to climate change in the marine environment, increasing the climate resilience of the State of Ceará; prevent, monitor, reduce and, exceptionally, compensate for the negative impacts of human activities on the marine environment; ensure public and continuous access to information relating to sea resources and their management; promote the effective participation of affected communities, directly or indirectly, in public policies for the conservation and sustainable use of marine resources; promote socio-environmentally sustainable economic opportunities that contribute to the development of a sustainable and orderly maritime economy in the State of Ceará;
