Law No. 18.459 establishing the State Policy and creating the State Council for Green Sustainable Hydrogen and its Derivatives within the State of Ceará.

This Law establishes the State Policy for Green, Sustainable Hydrogen and its Derivatives, focusing on economic development based on the diversification and expansion of the energy matrix and the reduction of carbon emissions in the State of Ceará. The objectives of the State Policy are: increasing the share of green hydrogen in the State's energy matrix; contribute to reducing carbon emissions, combating climate change; encourage the research on green hydrogen; promote the green hydrogen production chain; establish rules, procedures and incentives that help the development of the green hydrogen production chain; attract related investments; boost technological development aimed at strengthening the green hydrogen production chain; facilitate access and use of electrical energy for the population residing in rural areas; reduce social and regional inequalities, promote the social and productive inclusion of vulnerable communities, and promote quality of life in rural areas, by combating energy poverty; encourage and promote energy decarbonization through the use of clean and renewable energy sources to generate electricity.
In addition, the Law creates the State Council for Governance and Development of the Production of Green, Sustainable Hydrogen and its Derivatives, with competence to discuss strategies, define guidelines and actions aimed at encouraging the production chain of green, sustainable hydrogen and its derivatives in the State, contributing to the development of the low-carbon economy.
