Abstract
This Law establishes the State Policy for Combating Food Loss and Waste (PECPDA) in the State of Ceará with the objective of reducing food losses and waste across the entire food supply chain, promoting the safe use and redistribution of food fit for human consumption, and strengthening food and nutrition security. It seeks to foster a culture of safe and responsible food donation, support food banks and recipient institutions, encourage the use of “imperfect” yet consumable foods, and ensure the environmentally appropriate destination of surplus food. Additionally, the law aims to enhance public awareness, education, monitoring, and governance through intersectoral coordination and incentive mechanisms, including the creation of the Food Donor Seal of Ceará, thereby aligning social solidarity, environmental sustainability, and the right to adequate food.
