Abstract
This Law establishes the Water Credits System of the State of Ceará (SCH‑CE) and creates the Water Credits Market (MCH‑CE) with the objective of valuing water as an environmental asset and promoting water security through market‑based mechanisms. It aims to ensure legal certainty, transparency, additionality, integrity, and traceability in the generation, certification, commercialization, and cancellation of water credits representing verified additional volumes of water obtained through reuse, desalination, or rainwater harvesting. The law further seeks to support water conservation and efficiency, enable voluntary and regulatory water footprint compensation, encourage sustainable investments in water infrastructure, foster inclusion of small‑scale and community‑based water projects, and align state water management with environmental, social, governance (ESG), and international sustainability standards.
