Law No. 19.724 establishing the State Policy on Government Procurement from Family Farms, Rural Family Businesses and the Social and Solidarity Economy (Compra Coletiva/SC).

This Law establishes a State Policy for Government Procurement from family farming and solidarity-based rural enterprises (Compra Coletiva/SC) in the State of Santa Catarina, aiming to use public purchasing power as a strategic tool to promote sustainable rural development and ensure the human right to adequate food. Its main objective is to strengthen the integration of small-scale agricultural producers and solidarity economy actors into institutional markets by expanding their participation in government food procurement systems. In doing so, the law seeks to stimulate local agricultural production, improve income generation opportunities, and enhance the efficiency of public food supply systems by reducing waste and aligning procurement practices with regional production capacities and dietary patterns. Additionally, the law aims to advance environmental, social, and economic sustainability by encouraging agroecological and diversified production systems, fostering local and regional development, and supporting inclusive public policies. It explicitly promotes gender equity, cultural diversity, and respect for ethnic differences in the implementation of procurement measures. Through a range of instruments—such as credit support, technical assistance, training programs, and partnerships with research institutions—the policy seeks to build resilient food systems while strengthening food security and nutrition. It also prioritizes the direct acquisition of food products for public institutions (such as schools, health services, and social assistance programmes).
