Law No. 23.246 promoting the use of methane gas derived from solid waste for energy purposes in the State of Paraná.

This Law establishes a framework to encourage the use of methane gas derived from solid waste for energy generation in the State of Paraná. Its main objective is to integrate the management of agricultural, industrial, and urban waste with the production of clean and renewable energy, thereby reducing methane emissions and promoting environmental sustainability, the circular economy, and the ecological energy transition. The Law promotes the use of environmentally sound technologies, including anaerobic biodigestion, energy recovery facilities, refuse-derived fuels, and co-processing techniques, aimed at transforming waste into valuable energy resources. The Law further seeks to enhance sustainable waste management by encouraging selective waste collection, maximizing the recovery of recyclable and organic materials, and promoting the energetic use of non-recyclable waste. It aims to stimulate economic, social, and technological development through waste valorization, strengthen public-private partnerships, support the inclusion of waste-picker cooperatives, and foster the use of fuels derived from waste. In addition, the Law provides for the certification of greenhouse gas emission reductions resulting from biodigestion, energy recovery, and co-processing activities, thereby supporting climate change mitigation and the development of a low-carbon economy.
