Law No. 24.026 establishing the State Policy on the Prevention and Reduction of Urban Visual Pollution.

This Law establishes the State Policy for the Prevention and Reduction of Urban Visual Pollution in the State of Goiás, aimed at protecting urban landscapes, environmental quality, public safety, and collective well-being. The law defines visual pollution broadly as any interference that disrupts the aesthetic harmony, readability, safety, or comfort of public spaces, particularly due to irregular installation of signage, advertisements, and visual communication elements. Its objectives include ensuring environmental and cultural well-being, improving mobility and accessibility, safeguarding historical and cultural heritage, and enhancing the perception and organization of urban spaces. The policy is guided by principles such as the social function of the city and property, environmental protection, sustainable development, and respect for municipal autonomy in regulating land use. It establishes comprehensive directives and instruments, including the regulation and removal of irregular visual elements, strengthened inspection systems, urban requalification programs, and public awareness campaigns. The law also promotes coordination between state and municipal authorities, encourages the adoption of sustainable materials and clean technologies, and fosters public participation through reporting mechanisms and community engagement in monitoring urban visual quality.
