Abstract
This Law establishes the State Policy for Innovative Entrepreneurship in the State of Goiás, aimed at fostering the creation, development, and consolidation of innovative enterprises, including startups and technology-based companies. The policy aligns with Brazil’s federal framework for innovation (Complementary Law No. 182/2021) and is guided by principles such as economic, social, and environmental sustainability, social inclusion and diversity, cooperation and knowledge sharing, transparency, and competitiveness at both national and international levels. Its core objectives include strengthening the innovation ecosystem, supporting technological development, and promoting research and innovation activities within the state. The law outlines a set of strategic measures to promote innovation, including the establishment of incubation and acceleration programs, support for technology parks and innovation hubs, and the creation of dedicated financing mechanisms, such as funds and fiscal incentives. It also emphasizes capacity-building initiatives, mentorship programs, networking events, and public-private partnerships to stimulate innovation and attract talent. In addition, the policy encourages collaboration between businesses, academic institutions, research centers, and the public sector, while providing for future regulation and monitoring to ensure effective implementation.
