Abstract
This Law approves the State policy on rural renewable energy. The policy aims to expand the supply of energy in rural areas through the use of renewable sources, especially solar energy and biomass, to encourage competitiveness, sustainability and efficiency of production systems and generation of new businesses in agriculture, family farming and agroecology.
The objectives of the policy are: I – expand the production, supply and distribution of renewable energy to meet the needs of rural production units; II – increase the competitiveness of agricultural, livestock and agro-industrial products, by reducing production costs; III – expand production chains, especially electro-intensive ones and those aimed to attract new investments; IV – develop and boost local and regional economic activity and the income-generating activities; V – innovate business in the agricultural, family farming and agroecology sector, through the introduction and promotion of the biogas and biomethane production chain; VI – stimulate research, innovation, extension, technical assistance, promotion of technological solutions in the areas of energy generation in rural production systems that use of renewable sources of electrical energy production, biogas and biomethane; VII – promote the development, training and dissemination of energy transition, efficiency and security technologies; VIII – encourage the celebration of partnerships, agreements and other similar instruments with public or private bodies and entities; IX – encourage the creation of credit lines by financial institutions with reduced interest rates for producers and family farmers who use renewable energy in rural production units; X – develop projects that seek tax incentives for agricultural producers and family and agroecological farmers who use renewable energy; XI - elaborate regulations for transfers of accumulated credits, focused on support and stimulation of producers, family and agroecological farmers, cooperatives, rural companies and representation entities, through the standardization of tax incentives, the use of tax credits. on Operations relating to the Circulation of Goods and on the Provision of Interstate and Intermunicipal Transport and Communication Services – ICMS – and resources for financing and payment of economic subsidies.
