Law No. 25.974 creating the State Animal Health Protection.

This Law establishes a comprehensive framework for animal health protection in the State of Minas Gerais, with the primary objective of preventing, controlling, combating, and eradicating animal diseases that may affect animal, human, and environmental health or cause economic losses. It defines the scope of animal health defence activities and creates a system for veterinary surveillance, disease monitoring, epidemiological information management, and the regulation of animal movements, livestock establishments, animal products, by-products, and residues. The law also seeks to strengthen coordination with the Unified Agricultural Health Care System (SUASA), promote community participation in animal health initiatives, and improve veterinary services and disease surveillance mechanisms throughout the state. To achieve these objectives, the law assigns responsibility for planning, coordinating, supervising, and enforcing animal health measures to the Agriculture and Livestock State Institute (IMA). It establishes detailed rules governing livestock producers, veterinarians, transporters, commercial establishments, and organizers of livestock events, including obligations relating to disease notification, vaccination, sanitary documentation, inspections, biosecurity, and traceability. The law also provides for sanitary controls, emergency disease response measures, quarantine and animal movement restrictions, sanitary slaughter when necessary, administrative sanctions for non-compliance, and the creation of fees for various animal health services and certifications.
