Abstract
This Law establishes the right to protection and assistance for women, children, and adolescents affected by disasters that have led public authorities to declare a state of emergency or public calamity in the State of Minas Gerais. Its primary objective is to ensure that these vulnerable groups receive adequate support during disaster situations through humanitarian and safe shelter services. The law sets out key protection principles, including the prevention and combating of all forms of violence within temporary shelters, guaranteed access to basic rights such as health care, hygiene, food, privacy, and information, and respect for the diversity and specific needs of sheltered individuals. To implement these protections, the law provides for a range of assistance measures, including specialized psychological support, the creation of safe and appropriate spaces for women, children, and adolescents, and the delivery of social assistance services and other protective policies. It also requires the State to strengthen disaster-response capacity by training professionals to identify risk situations at an early stage and by adopting specific protocols for the prevention, monitoring, and response to cases of violence in temporary shelters.
