Abstract
This Law establishes a State Programme aimed at promoting the creation and strengthening of work cooperatives among vulnerable and traditionally marginalized groups, including waste pickers, artisans, artisanal fishers, ecotourism operators, farmers, and extractive communities in the State of Amapá. Its main objective is to foster productive organization and formalization of these sectors, enabling them to access public and private markets, improve working conditions, and increase income generation. The programme seeks to support socio-economic inclusion by encouraging collective entrepreneurship, expanding employment opportunities, and enhancing the social protection of workers, including broader access to social security coverage. In addition, the law promotes public policies to strengthen these cooperatives through concrete support measures such as financing equipment and infrastructure, providing technical assistance and training, and reducing administrative and fiscal barriers. It also encourages environmental sustainability and local development, particularly through the support of recycling activities, sustainable resource use, and environmental education, as well as the integration of cooperatives into public service provision (e.g., waste collection). Overall, the law aims to combine economic development, social inclusion, and environmental management by empowering community-based productive systems and reinforcing their role in the regional economy.
