Abstract
This Law establishes a comprehensive legal framework for plant health protection in the State of Amapá, with the primary objective of ensuring the identity, quality, safety and sanitary status of plants, plant products, and agricultural inputs. It aims to safeguard agricultural production, consumer protection, environmental integrity, and public health through the regulation of phytosanitary activities. The law assigns responsibility to the state agency DIAGRO to implement policies, standards, and control measures, including inspection, surveillance, and enforcement, while aligning state actions with applicable federal legislation. The law also establishes an integrated system of prevention, control, and eradication of plant pests, supported by mandatory registration, monitoring, and regulation of producers, establishments, and the movement of plant materials. The law provides for phytosanitary certification, control of transit of plants and inputs, emergency measures in cases of pest outbreaks, and the adoption of surveillance and education programs. Through these provisions, it seeks to ensure food security, sustainable agricultural practices, and environmental protection, while strengthening institutional capacity to manage phytosanitary risks and enforce compliance through administrative sanctions and regulatory instruments.
