Abstract
This Law, consisting of 19 articles divided into seven Chapters, establishes the State Tourism System, the State Public Policy for Tourism and the State Tourism Plan of Mato Grosso do Sul State. The State Tourism System of the State of Mato Grosso do Sul (SET-MS) has as its guideline the promotion and support for the development of tourism in the State of Mato Grosso do Sul, in a democratic and integrated way among the actors provided for in this Law and in consonant with the State Tourism Policy and the State Tourism Plan. SET-MS has the following objectives: comply with the goals, guidelines and objectives outlined in the State Tourism Plan; stimulate and coordinate the integration aimed at planning and carrying out the tourist activity at the state level, focusing on the decentralization of this activity; promote studies aimed at improving the quality of tourism services provided in the State of Mato Grosso do Sul; promote and organize the necessary surveys for the state tourism offer; promote and support the exchange of information with municipal, regional and national entities, directly or indirectly linked to tourism, in order to subsidize the strategic planning of tourism in the State and regions of tourist interest; propose to the competent environmental agencies the creation of conservation units, considering areas of tourist interest.
The objectives of the State Tourism Policy are: reduce regional social and economic disparities, promoting social inclusion through the growth of the labour supply and the better distribution of income from the economic activities of tourism; elaborate measures that will increase the internal tourism; promote products and tourist destinations in order to attract domestic and foreign tourists; promote the practice of sustainable tourism in natural areas compatible with the conservation of the natural environment; preserve the cultural identity of indigenous communities, quilombolas and any traditional populations that may be affected by tourism;
The State Tourism Plan will be developed by FUNDTUR with the aim of promoting the tourism sector, especially: disseminate the image of the state tourism product in the national and international markets; encourage and create public policies of discounts, subsidies and various facilitation of access to public attractions and tourist activities in general; create programmes to protect the environment, biodiversity and cultural heritage of tourist interest, observing the peculiarities and singularities of the State biome; grant institutional support to the productive sector of tourism in the national and international promotion; etc.
