Abstract
This Law establishes a prohibition on the reconstitution of imported powdered milk and other powdered dairy products in the State of Rondônia, with the primary objective of restricting industrial processing practices involving imported dairy inputs intended for human consumption. It prevents industries, dairies, and legal entities from reconstituting products such as powdered milk, whey powder, and related dairy compounds when these are of imported origin and destined for food use. The measure aims to regulate the production process of dairy products and ensure control over the origin and transformation of food products within the state. In addition, the law aims to strengthen oversight and consumer protection in the food sector by providing for subsequent regulation concerning monitoring, control, and penalties in cases of non‑compliance. It establishes a limited exception for products sold directly to final consumers in retail packaging, provided they comply with national labeling requirements.
