Abstract
This Law establishes the State Programme for Productive Social Inclusion of Waste Pickers of Recyclable Materials (Rondônia Recicla) in the State of Rondônia. The programme's primary objective is promoting the social inclusion, dignity, and economic autonomy of waste pickers, seeking to integrate these workers into sustainable development policies by fostering the circular economy, improving waste management systems, and combating the social stigma associated with this category. The programme emphasizes environmental education, public awareness of selective waste collection, and the strengthening of cooperative and associative organization among waste pickers. In addition, the law aims to improve income, working conditions, and operational capacity within the recycling sector, while contributing to environmental sustainability. It establishes measures to provide equipment and infrastructure, including protective gear, vehicles, and sorting facilities, and promotes continuous training and technical support in management, legal, and financial aspects. The program also encourages formalization, creates mechanisms for remuneration and service contracts, and seeks to reduce the amount of waste sent to landfills, while stimulating the production and consumption of recycled products, in alignment with national solid waste policies.
