Abstract
This Law establishes guidelines for the adoption of preventive measures to combat hunger during periods of drought and river flooding in the State of Amazonas. The law seeks to ensure the right to adequate food for people living in poverty and extreme poverty who are particularly vulnerable to the impacts of seasonal environmental events. Its main objective is to promote the implementation of proactive public policies that anticipate food insecurity risks rather than relying solely on emergency responses after a crisis has occurred. To achieve this objective, the law requires that anti-hunger actions be planned and implemented continuously in advance of periods of calamity, ensuring the distribution of food and essential resources to affected populations. It provides for the identification of priority areas based on technical studies and historical data on droughts and floods, the preparation of preventive plans, and the establishment of strategic reserves of food, drinking water, medicines, and other basic supplies, together with the logistical infrastructure needed for their distribution. The law also encourages cooperation among the state government, municipalities, civil society organizations, and public and private entities to strengthen food security and protect vulnerable communities.
